Params queries the parameters of slashing module

Window, in blocks, used to judge missed signatures.

min_signed_per_windowstring (byte)

Minimum ratio of blocks that must be signed within the window; below this is downtime.

downtime_jail_durationstring

Jail duration for downtime.

slash_fraction_double_signstring (byte)

Fraction of stake slashed for double signing.

slash_fraction_downtimestring (byte)

Fraction of stake slashed for downtime.
