Params returns the total set of minting parameters.

Maximum inflation rate.

Minimum inflation rate.

goal_bondedstring

Target bonded ratio. Inflation rises when the actual bonded ratio is below this.

blocks_per_yearstring (uint64)

Expected number of blocks per year.
